Under the auspices of the Dean of the Institute of Laser, Prof. Dr. Kadhum A. Adem, and in the presence of deputy Dean, Dr. Saif Akeel Mohammad, the Scientific Affairs Unit at the institute organized a panel discussion titled “Modern Crimes in Light of Technological Advancement and the Extent of Applicability of the Iraqi Penal Code No. (111) of 1969”. Dr. Muhammad Ashour, a lecturer at Ibn Khaldun University College, clarified in his lecture that the world is currently witnessing a tremendous technological development that has resulted in the emergence of new patterns of crimes that have not previously existed, such as cybercrimes, digital fraud, information breaches, and personal data attacks, which have imposed new legal challenges on national legislations, including the Iraqi Penal Code No. 111 of 1969 as amended.
In light of this development, the question arises as to whether the provisions of the Iraqi Penal Code are sufficient to address these modern crimes, and whether there is a need for legislative amendments or the issuance of special laws to regulate them, and the extent of applicability of the Iraqi Penal Code to modern crimes.
