 First Session
Decisions of the first session held on Sunday, 7/9/2025:
– Emphasis on all faculty members to complete the research plan for the current academic year within the specified time frame.
 Second Session
Decisions of the second session held on Tuesday, 16/9/2025:
– Encouraging faculty members to publish their scientific outputs in journals ranked in the first and second quartiles in Scopus and Clarivate repositories to enhance the institute’s research standing.
 Third Session
Decisions of the third session held on Tuesday, 23/9/2025:
– Emphasis on postgraduate supervisors to ensure that research submitted for discussion includes only the student’s and supervisor’s names, with the student’s name first.
 Fourth Session
Decisions of the fourth session held on Wednesday, 8/10/2025:
– Emphasis on the importance of publishing research in reputable journals, with immediate initiation of procedures to obtain scientific accreditation upon acceptance of publication.
 Ninth Session:
Decisions of the ninth session held on Thursday, 8/1/2026:
1. Directing the administrative and financial department to expedite the completion of final accounts for the fiscal year and finalize all engineering statements with high accuracy, in accordance with approved protocols.
2. Emphasizing the importance of all committees completing the annual inventory of devices, equipment, and materials, and organizing relevant records and submitting necessary reports to the concerned authorities according to administrative protocols.
3. Emphasizing the importance of strengthening scientific research and encouraging lecturers and researchers to publish their research in reputable international scientific journals and databases, which will contribute to enhancing the scientific and academic reputation of the Laser Institute for Postgraduate Studies and promoting its specialized research presence.
4. Emphasizing the necessity of lecturers submitting a written undertaking stating that the scientific research has not been previously published and is not accepted for publication when submitting a request to register the scientific research within the research plan for the current academic year.
5. Emphasizing the necessity of submitting a request to obtain scientific recognition in accordance with the instructions and regulations in force after the research is accepted for publication in a scientific journal.
 Eleventh Session:
Decisions of the eleventh session held on Monday, 9/2/2026 
1. Emphasis on supervising professors to follow up with postgraduate students periodically, adhere to the timelines for completing theses and dissertations, and submit quarterly reports to the relevant authorities
2. Emphasis on adhering to scientific integrity instructions, research ethics, and intellectual property rights. 
3. Directing relevant administrative units to organize paper and electronic archiving of official documents and meeting minutes, ensuring easy access and proper preservation.
4. Emphasis on adhering to occupational safety regulations within laboratories, especially laser laboratories, providing safety equipment, and monitoring the implementation of security and safety procedures.
5. Encouraging professors and researchers to participate in conferences, seminars, and reputable scientific workshops inside and outside Iraq, enhancing academic activity and openness.
Thirteenth Session  
Decisions of the thirteenth session held on Wednesday, 08/04/2026: 
1. Emphasize documenting scientific activities (seminars, workshops, and conferences) and submitting detailed reports on them, including an assessment of their academic impact.  
2. Encourage teaching staff to develop their research and teaching skills by participating in training courses and development programs.  
3. Direct the specialized committees to monitor the quality of laboratories and scientific equipment, and ensure their readiness for academic and research use.  
4. Reaffirm commitment to scientific research ethics and the prevention of plagiarism, in accordance with the approved regulations and instructions.  
5. Strengthen the role of academic advising for students and continuously monitor their academic progress to reduce cases of academic difficulty.
Fourteenth Session  
Decisions of the fourteenth session held on Thursday, 23/04/2026:  
1. Emphasize adopting modern mechanisms for evaluating student performance to ensure fairness and reflect the true level of academic achievement.  
2. Work on strengthening academic partnerships with educational and research institutions to contribute to the exchange of expertise and the development of institutional performance.  
3. Commit to providing a supportive and motivating educational environment that contributes to developing students’ critical and creative thinking skills.  
4. Follow up on the implementation of research plans for students in the scientific departments.  
5. Adhere to quality and academic accreditation standards in all educational and research activities.
Fifteenth Session
Decisions of the fifteenth session held on Wednesday, 06/05/2026:  
1. Emphasize supporting and encouraging teaching staff to publish their scientific research in reputable international journals, especially those indexed in Scopus Q1, due to its positive impact on improving the university’s ranking.  
2.  Give priority to the topic of digital transformation.  
3. Monitor the scientific journal affiliated with the institute and adhere to scientific publishing ethics, while working to include it in international databases, with periodic follow-up of its performance.  
4. Prepare accurate statistics on the state of scientific publishing at the institute and analyze them to identify challenges and develop appropriate solutions.  
5. Adhere to the specified timelines for completing financial and administrative matters, especially those related to employees’ dues and final accounts.
Sixteenth Session
Decisions of the Sixteenth Session held on Wednesday, 20/05/2026
1. Emphasize the preparation of preliminary estimates for the institute’s requirements, service projects, and infrastructure, and complete them within the specified timelines, in coordination with the relevant departments at the University Presidency.
2. Stress commitment to safety and security procedures within university buildings and facilities, and periodically follow up on security and safety requirements, to ensure a safe university environment for students and institute staff.
3. Direct the scientific departments and educational guidance units to give greater attention to the educational and psychological aspects of students, and to work on following up cases that require intervention and educational support, and address them according to approved procedures.
4. Work on supporting educational guidance units by involving their staff in specialized training courses and workshops, which contributes to developing their performance and raising their efficiency in dealing with student problems.
5. Instruct the concerned departments and divisions, in cooperation with educational guidance committees, to prepare student follow-up forms and templates and adopt them as part of academic work requirements and annual evaluation.
6. Direct the esteemed Assistant Dean to follow up on the research activity of the institute’s teaching staff, and prepare periodic reports including the status of scientific publishing and research performance indicators, and submit them to the Institute Council.
7. Urge teaching staff to publish their scientific research in reputable international journals indexed in Scopus and Web of Science, in support of the university’s ranking and to raise the level of scientific rigor.
8. Emphasize following up on quality requirements and academic rankings, and work on enhancing scientific and research activities that contribute to raising the academic standing of the college and the university.
Seventeenth Session
Decisions of the Seventeenth Session held on Tuesday, June 2, 2026
1. Prepare a comprehensive plan for the tasks to be implemented during the summer vacation, including maintenance and rehabilitation projects and infrastructure improvement, with a focus on safety and security requirements within the institute.
2. Support initiatives that contribute to highlighting the scientific figures and distinguished graduates of the University of Baghdad, and promote a culture of academic role models among students by introducing the achievements of prominent scientists and academics.
3. Stress commitment to the directives issued by the University Presidency regarding construction projects, rehabilitation, and maintenance works, and refrain from initiating any construction or development works before obtaining the official approvals and observing the university’s architectural visual identity requirements.
4. Work on consolidating the institute’s mission in preparing and qualifying students with high scientific competence and professional skills in line with the national and academic role of the University of Baghdad.
5. Follow up on the scientific promotion procedures for the institute’s teaching staff and work on completing them as soon as possible in accordance with the applicable regulations and instructions, while maintaining scientific rigor and accuracy in the procedures.
6. Urge the institute’s staff to participate in workshops and development programs related to scientific promotion mechanisms, and benefit from them to improve institutional and academic performance.
7. Emphasize the importance of rigorous scientific publishing, and work on ensuring that research papers from conferences and scientific events are published in accredited international journals indexed in reputable databases, thereby enhancing the scientific standing of the institute and the university.
8. Encourage teaching staff to engage in joint research activities and projects with the university’s research centers, thereby contributing to increasing high-quality scientific output and raising research indicators.
9. Follow up on retracted papers and take the necessary measures to investigate the reasons behind them, and submit the required reports to the competent authorities in accordance with the approved procedures.
10. Instruct all administrative and academic units and divisions to enhance the quality of institutional performance and comply with university instructions, thereby contributing to elevating the reputation of the institute and achieving its academic and scientific objectives.
The Eighteenth Session
Decisions of the Eighteenth Session held on Thursday, 18/6/2026:
1. The Institute Council expressed its thanks and appreciation to the Institute’s staff of teaching and administrative personnel, commending their distinguished scientific and administrative efforts during the academic year (2025–2026), and their contributions to enhancing institutional performance and elevating the level of academic and administrative work.
2. Emphasis on all departments, divisions, and units to ensure that all official correspondence and communications with entities outside the university are made exclusively through the university presidency and in accordance with the approved administrative procedures.
3. Commendation of the efforts of the committees concerned with academic promotions at the university, and urging teaching staff to complete the requirements for academic promotion in accordance with the applicable regulations and instructions, which contributes to raising the scientific level of the Institute and the University.
4. Directing the relevant authorities at the Institute to follow up on the work of the consulting offices and to work on developing their performance and expanding their activities in a way that enhances their role in serving society and benefiting from specialized scientific expertise.
5. Emphasis on raising awareness and education among teaching staff regarding opportunities for scientific leave outside Iraq at reputable international universities, and encouraging them to take advantage of these opportunities due to their positive impact on developing research capabilities, increasing scientific publication, and enhancing international academic cooperation.
6. Calling on all Institute members to continue exerting scientific and administrative efforts that contribute to achieving the university’s goals and elevating the level of academic and administrative performance.
The Nineteenth Session  
Decisions of the Nineteenth Session held on Tuesday, 07/07/2026
1. Directing all Scientific Departments, Divisions, and Units to exercise expenditure rationalization and the optimal use of financial resources allocated to the Institute, while ensuring accuracy and transparency in spending. Technical and administrative justifications must be submitted when undertaking any maintenance, rehabilitation, or reconstruction works.
2. Emphasis on Compliance to adhere to the mechanisms and instructions issued by the Presidency of the University regarding the implementation of engineering surveys and to follow up on their procedures in coordination with the relevant authorities. No works shall commence except in accordance with the applicable regulations and instructions.
3. Directing the Relevant Departments, Divisions, and Units to intensify safety and civil defense measures, and to ensure the readiness of alarm and firefighting systems with periodic maintenance. All fire hazards and flammable materials must be removed. The use of unauthorized electrical devices is prohibited, and smoking inside buildings and laboratories must be strictly forbidden, in preparation for visits by inspection committees.
4. Emphasis on All Branches, Divisions, and Units to respond to the observations and reports of oversight bodies, particularly the Board of Supreme Audit, within the specified timeframes, to ensure the prompt completion of requirements.
5. Directing the Scientific Branches  to conduct a thorough review of faculty service extension applications and to complete all legal and administrative requirements before presenting them to the Institute Council, in line with the applicable regulations and instructions.
The Twentieth Session
Decisions of the Twentieth Session held on Tuesday, 21/07/2026
1. Adopting the policy of sound management of financial resources in all the institute’s formations, to achieve the highest levels of spending efficiency, while committing to preparing the necessary technical and administrative justifications for all maintenance, rehabilitation, and reconstruction works, and ensuring their documentation according to the approved financial and administrative procedures.
2. Full commitment to the regulations and instructions issued by the University Presidency regarding the preparation and implementation of engineering bills of quantities, and not initiating any construction, rehabilitation, or maintenance works until the proper approvals are obtained and coordination with the relevant authorities is completed, in a manner that ensures the soundness of legal and administrative procedures.
3. Enhancing security, safety, and civil defense procedures within the institute through conducting periodic inspection and maintenance of alarm and firefighting systems, addressing all potential hazards, removing flammable materials, and limiting the unauthorized use of electrical appliances. With full commitment to prohibiting smoking inside buildings and laboratories, and preparing all safety requirements in preparation for visits by civil defense committees and oversight bodies.
4. Commitment to promptly address the observations received from oversight bodies, foremost among them the Federal Board of Supreme Audit, and to complete the required responses and documents within the specified timeframes. This reflects the level of administrative discipline and enhances institutional performance efficiency.
5. Subjecting faculty service extension transactions to comprehensive scientific, administrative, and legal auditing before presenting them to the Institute Council, while ensuring they meet all applicable conditions and regulations, to guarantee the soundness and accuracy of procedures.
These decisions come within the framework of the Institute Council’s efforts to advance the quality of education and scientific research, and to improve administrative performance in line with the strategic goals of the institute and the university.
